Missing NPC clerk / banker

The Clerk girl (Janette?) has been missing from the Governor's tower for a few days now along with the Patrician banker. I'm not certain they weren't just moved but it's persisted through a few resets.

I'm pretty sure that the clerk has been moved to the back of the Citadel.
