Fyoris IS the Commander of the Guard, and I assume the Clerk does paperwork, assume he asking Fyoris on requisitions or other beauracratic stuff that usually winds up in goverment la-la land.

This isn't a bug.  The Clerk spawns in the Stronghold, opens the door, and walks out to the wall.

He never used to walk off, it only started fairly recently.
