Watchman Fighter Perk

I was playing a halfling fighter, and upon dying at level 4, I respawned and went back to level 3. I had lost the +4 spot/listen bonus from level 1 Watchman. I tried relogging and resting, and neither one worked. Also, when I got to level 5, I wasn't given the cleave feat. I also tried transitioning, resting, and relogging to fix this, and none of it worked.
