A Wagoner's Trouble - Can't Complete

Hello! The low level quest "A Wagoner's Trouble" seems to be adding me to another player's party for the quest instead of giving me the quest alone and when I go to turn it in I get this message in the sidebox

[EFUQS] Quest already closed by party, skipping reward.

What's really odd is I was completely alone when I took the quest, and the NPC went through all her completion dialogue and I finished the conversation with her.
