Summon Swarm: Intentionally high summon cost?

Hello! I recently tried using summon swarm, but I strongly suspect it wasn't intended to eat up so much of the summoning pool. Here's a comparison:

1st Circle Biting Insect Swarm (From normal summon creature): 10 pts.
3rd Circle Biting Insect Swarm (From summon swarm): 25 points, each (amounting to 75)

I think SF: Conjuration/ GSF: Conjuration might not be registering? Not sure if this is intentional or not, but I just thought I'd put it out there.
