Duplicate Options for Lower Sending

When my PC, Kepli Underbough, paid 0.5k to Iron Grip Ann's in the Crone and afterwards spoke to the NPC called Messenger Girl, dialog option 1 and 2 are identical, which both start with "Why don't you", and the rest of the sentences remain identical.

As such there should be only one dialogue option, not two duplicate ones.

Also, Ann didn't give him a sending stone. Is that a bug as well?

There's two options because you have both paid to get access and get it naturally from having at least 5 rogue levels. Ann does not hand out sending stones, only grants you access to the beggar sending system.
