Wood elf skin not working

My side char is a wood elf, and his ability adjustments aren't being applied.  The combat log says that the skin is being applied, and the char also passes the EFUSRE check.  "Wood Elf" is in the race field.

I saw some old similar bug reports but they are closed and are not exactly the same issue.
