Underwater Bandit Veteran

Encountered a bandit vet. in the underwater Gobsquat area. I guess it just chased someone down there, and due to the placeable transition couldn't follow anyone up, so just sat down there chillin' and not drowning.

Not really a bug, just a freak occurance.
