Arcane Mimic - Player tool bugs

After a reset, my player tools used for Steal Spell and Recall Spell are disabled. For each one I receive a message:

"Tool 1: Arcane Mimic: Steal Spell 1 now unavailable to you. Disabled."

etc.

Additionally, after a reset, I am unable to copy any spells from any source except potions until I have rested. I am given the message that I have already copied the spell since last resting, which may or may not be the case seeing as I have not yet rested during that reset.
