Tribe of the Thunderskulls does not reset properly

QA - Ring 95 - Tribe of the Thunderskull has various elements that are meant to reset if a second group takes the quest;
Barricades, gold piles, and most importantly, the golden muzzle.

But twice now have I done this quest in recent weeks and none of these elements seem to respawn.

This did not use to be the case.
