Non-hostile goblins and kobolds

[Portal Rat]

While sneaking through the wilds, I have encountered three spawns that were apparently set to the wrong faction, a "Goblin Rogue," "Goblin Bandit," and "Starving Kobold Bandit." All three glowed blue like neutral NPCs.
