Summoning points

Okay, so I think I've figured out the summoning points.  You get so many points per level, and I assume you get more points for focusing in conjuration magic.

So at fourth level, with no focus I have 40 points.  Controlling one or more Summon I's not a problem.  My Summon II costs 60 points.  More points than I have.  No control.

Is this a feature or a bug in my summoning theme?

It doesn't seem right that at levels 3 and 4 I can't control at least one Summon II without school focus.

It is not deliberate, the system is going to be changed once Johannes returns.
