Whispering winds and teleport

Would it be possible to set up the "location setter" for these under 2 seperate systems?

Would like to use WW but it becomes for a large part useless since most places that PC's are based is in the Mist. And because teleportation in the Mist is a no-go then WW fails aswell.

Or at least allow the locations still to be added but if a person tries to teleport into the Mist they simply waste the spell because it "fails"
