Fearless [Halfling feat] not working for Paladins

I am playing Braiden Kale and I was a level 5 fallen paladin when it seems that I wasn't getting the full bonus to my fear saves.

I would have been feared even with the bonus, but I worry the feat may not be conveying the benefits properly either way which is more of a concern.

Can you also report your modified spellcraft skill for the time period in which this happened?

Big ol' 0. Even with items that gave me a bonus (which I don't think I had) it's my understanding that without a point they don't count and I hadn't put any in it.
