Bug with enhancing leather armor at Webbers

This is an interesting one. I am currently playing a Bard with the Spellsinger perk as IxTheSpeedy.

When I try and enhance the leather armor that I purchased from the Webber Elf selling custom leathers I am encountering issues.

1. I purchased the armor from said Elf so that shouldn't be an issue.
2. I am placing the leather armor on the work table.
3.  I am able to select the enhancement, in this case I was choosing Perform mkII to add as the first enhancement.
4. I am quoted the price and I agree
5. It says that the enhancement has been applied but nothing happens. No gold is taken nor is the enhancement applied.

After asking around it seems that others have gotten this to work so I am assuming that this is happening because the bard perk provides a temporary -15% arcane spell failure as a semi-permanent enchantment on any armor I am wearing. Since this can't be "turned off" I figured I would post a bug as I don't expect that this is intentional.

I can put together a screenshot if needed.
