Ranger Movement Speed Bonus/Bug

Rangers will often have to reequip their armor (cloth, light, medium) to receive the movement speed bonus they are granted at level 3. It's not just a visual bug for the bonuses, you don't get it at all.

This can be unfortunate if the item has ranger slots on it as you lose those spells!

One possible fix is to add the check procedure to /c reset_perks perhaps?
