Reliquarium not giving relics

I know this has been reported before but it's still happening. You reach the end of the quest, get the completion to your journal, but nothing is in the placeable when you open it. Also...

Some of the spawns in there seem to be of opposing factions, and will attack each other. I can try to give further details if needed.
