Ring 98 weather issue

98 gatelands and scarbeak  steadings are not sharing their weather pattern with the rest of 98. This is both natural and via spell.

They're still in their own region or something. The weather in the areas labeled as 98 - scarbeaks steadings and 98 - gatelands do not share the effects from summon storm OR natural weather
