Character permanently slowed, dexterity decreased

At some point while doing the kobold quest, my char was permanently slowed, and resting didn't fix it. I thought it would go with the reset, but after the reset I found not only that he is still slowed, but he has a permanent dex penalty of 4!

By slowed I meant his movement is decreased

Sounds like one of the custom efu diseases, they may linger through resets, I am unsure.

Yes, I had the same one. Remove Disease should fix it. You could try the Starag healer.
