Require subraces to have DM supervision to get their rings

I find it odd every time we see a subrace that's going through the usual non-subrace process to acquire their Sanctuary ring, which in turn puts people in something of an awkward position -- they have a ring, which means they're a citizen, so you can't bring any harm to them.

This seems off considering subraces are oftentimes treated as kill on sight. Much in the same way we wouldn't allow a goblin to go through the conversation with the Agent in the illusion, I think there needs to be restrictions on when and how subraces acquire their Sanctuary rings. I can't imagine the paranoid authoritarian institutions of Sanctuary are going to be particularly welcoming of people that are visibly different in heritage, particularly those that are exotic, unpredictable, dangerous, etc.

They really, really should. I am attempting to work on renovating the legal system in that regard ICly so that it is not so freely handled for exotics as merely a scripted conversation. I have seen so many aasimar and other subraces walk Sanctuary freely and unquestioned and the best way to change that is to work on adjusting the law in-game!

On my monsterous PC, I simply avoided the npc due to the fact I looked like a mindflayer or worse. Its common sense if you can get the ring or not, for example if your a aasimar with tame features such as, a more golden skin coloration and pure white hair, as opposed to green skin and bright golden glowing eyes. Then a ring is acceptable.

But if your the later then you really should get a DM, this is more so important when your a genasi/Tiefling or othersuch race who are known for being chaotic/evil/what-have-you reputation.

The rule I follow is, if you can't hide in the general population then you shouldn't be getting a ring.

Ex. Flaming hair, tentacle hair, pure black eyes, scale skin, slick skin, bright hues on the skin (Red/Green/Blue)

This is already the case, or certainly implied as such. Depending upon the nature of the trait, DM supervision may be required to get to attempt to get a ring.

It does depend on the trait, and Sanctuary isn't Mistlocke, but highly freakish PCs should definitely have some difficulty in public.

Generally a PC with outrageous appearance such as bright red skin should find it necessary to 'cover up' while in the presence of NPC commoners and the like while in Upper Sanctuary, but I guess we need to make that more clear.

The ultimate legality of the presence of genasi/aasimar in Sanctuary will be handled IC I suppose.
