Sewer Maintenance Quest Idea

So I just had an idea. A while back (months and months ago) it was suggested that the Undead quest in the In Between be opened up so that anyone can take it and I think the general response was something along the lines of it being a perk for Watchers because they didn't really get many perks.

So I had the idea. What if you made the Auxiliary quest only takeable by Agents and Auxiliary? Not prompted by any incident in particular but it is odd when as an Auxiliary you're "allowed" to come help when someone else makes a sending or flat out refused for one reason or another while working for the Auxiliary and Spellguard by proxy.
