As it seemed necessary, one of the PvP rules was recently updated to clarify subdual. The addition has been boldened:

Quote- If you have been subdualed, you should remain on the ground until the PvP is resolved or until you have DM permission to get up. This includes situations where there is mass fighting going on, and you have been healed. If you have been subdualed, you are down and should remain so regardless of any other situation. This includes if you were sent to blackout mode, this counts as being subdualed.

Blackout is just another form of subdual. Treat it as such. You are still subdued after having woken from blackout. PvP is not resolved simply because people have stopped fighting. Err on the side of caution.

Emoting slowly recovering and healing is not a valid way to get up from subdual. Getting healed is not a valid way to get up from subdual. Others emoting lifting or healing you is not a valid way to get up from subdual.

Those who can give you permission to get up are either the one who subdued you or a DM. Nobody else. Again, blackout is the same as being subdued.
