Guards taking keys

As I was trying to get into the Proverson Merchantsguild House today the guard took my key with the message: "Guildhouse Guard: [To Rafaele Cabral.] I need to confiscate your keys since the rent is due."

I bet it is related to the linked bug, I already informed the player of Proverson of it and so it seems cleared out that it is something ig.
