Disturbed Grave Quest

Under the Hallway of Hope. It doesn't appear to have an end. Killing the last spirit doesn't seem to trigger anything and the door refuses to open. If there's no bug here, then there's a lack of insight as to what you are supposed to do to complete the quest.

Perhaps the quest counter could be reset once, for those who tried to do the quest when it was broken?

I did the quest with Alton Lightfist while it was broken, and now it won't let me do it again.
