Inside of the Mountain of the Mist, you cannot go deeper into it as the downward Transition would imply.

It's where the Banner for ore gathering is.

Then why have a transition there o.o

There's also a trans near the entrance to the elf forest in the same area, unlike the one directly by the mining area, this one has no IC server msg as to why you can't  enter it.
