NPC Skins - lower movement speed

I noticed I'm one of these who have that about 10% slower movement speed, which is usual for NPC's. I wonder if it is allowed to be so in purpose, or if there is hope to gain that little increase?

I can live either way, but walking at general pace sure doesn't hurt :P.
