Old Scroll Recipe Buggered

There is an old scroll which implies to hold the recipe to assist one in 'getting started' with sleeping.
 
I followed the implicated hints, I get the message Herbalism Succes! All regents dissapear, but nothing happens, or -is gained, as in an item. Allso it doesnt effect the time to rest, would this so happen to be the intent..
