Bug: Howl, Fear

Monsters that use the howl FEAR seem bugged. Whenever they howl, no check is made.

These monsters include-

Undead Wolves
Shadow Mastiffs

Probably Others!

Does that mean it's unsave-able fear or just doesn't have an effect?
