Cleric Tool: Not working at all

I can request prayers from characters and get a message when they agree, although I cannot say if my holy symbol improves or not, as I've only ever noticed changes when I gained levels, not with prayers.
 
I only ever see the conversion option when I attempted on a paladin sharing the same deity as my character, and the result was that he was already devout to another deity. No other character would have the possibility of conversion, unless I'm missing something.

I just did start seeing some benefits of the holy symbol but I also had lost and regained a level all within the same day so I cannot say that the leveling process didn't have anything to do with it since I wasn't paying attention. I can say that before that day I saw no benefits in wearing the symbol.  I did have quite a few prayers the day I died so I cannot rule out that the death and deleveling/releveling might have been the cause.

When I click on someone else of the same faith I no longer seem to be getting an option to convert them like think I was. When clicking on a different faith I am getting the option still as far as I can tell.
