It adds +2 str and -2 dex to the halfling base.  The -2 cha is correct, though.

I got 1 each level at 10 intelligence, if I remember the stats correctly.

Nevermind about the efuss.  The points appeared once I levelled up to 2.

It's exactly what it says in the Webpage about goblins. -2 CHA. It adds 2 to strength because halflings have -2 str. And it reduces 2 from dex because halflings have +2 dex.  And it I think it's correct.

It's not correct. Goblins should be halfling stats with an additional -2 CHA.

Easily fixed IG by a DM.
