Runic Femur Club damage properties [Oversight?]

the weapon "Runic Femur Club" as pictured  [hide=Here][/hide]

Has two properties of note

+2 negative vs Gnomes
+1d4 negative damage (all)

I suspect the intent was to make the weapon deal 1d4+2 negative on gnomes, however these properties do not stack. The 1d4 property will override the +2 vs gnomes in all cases. Tested heavily on Urdlenites in the Smoke-filled shaft mine QA
