There is a completion trigger that updates the journal at the fountain before Lord Darkskull so you can, if you so choose, turn in the quest without confronting the Lord himself.

While I think the original comment seems intentional design. I did find a feature that needs mending;

In the library subsection of this quest the loot placables that are on the shelves cannot be accessed.
