Arcane Mimic Perk

This bug has been around forever, but maybe due to the relative unpopularity of the perk it has never been put into the limelight. As well as differences in the server environment (difficulty, availability of gear/consumables/wealth/etc.) between v4 and v5.

It seems unintuitive to the mechanics of the perk that a Mimic can steal a spell, rest, and steal that same spell again. This allows them to pump out hastes and dispels (or any other spell) twice as much as anyone else, entirely on their own. Maybe back in v4 this wasn't a big deal. It's pretty overpowering in v5 though.

Resting should wipe the "cache" of stolen spells to prevent doubling up on spells in this way.

TheShadow

Why is this a bug report? It seems like a suggested change, not a bug. Re 'stealing' a spell on rest is part of the perk.  Quoting specifically from the text of the perk found on the wiki - "You may not steal the same spell again until you've rested." This is not a bug. This is an intended feature.

What you are /trying/ to say is that spells are not wiped from the 'Recall Spell', thus allowing them to recast spells that they have already stolen, /then/ steal the spell again, getting twice the value.  Changing this may be either a bug or a suggestion, depending on if it was intended. Understanding the perk is important :D

Side note: Potions of Dispel and Potions of Haste are readily available to Mimics to cast at will, sometimes twenty to thirty times  before their supply of potions run out. Such is the power of the perk. :)

This is by far, the least unintuitive thing about mimics, and not even a bug.

Needing to split a stack into individual potions so you don't destroy and entire stack of hastes? Unintuitive.

The plethora of reasons you can burn a spellcraft check without ever actually casting a spell? Unintuitive.

Not being able to check or confirm what spells you've got in each slot, or their current/next DC? Unintuitive.

Losing your player tools FREQUENTLY for several reasons and having to requickslot, or sometimes manually re-claim them all from the crafting menu?  SUPER SUPER unintuitive.

Adressing your initial point though :  You can steal from the same potion type an unlimited amount of times as long as your supplies hold out, as Shadow mentioned.  The per rest limit is to curb the 'free' casts you get from piggybacking off other casters.  A mimic is extremely potent, but the level of spam they can achieve is directly tied to their potion stash and is prohibitively expensive for them to 'spam' things.
