Nephezar guard NPCs are unfinished and marked as "evil"

Their description shows "Placeholder" and the NPCs radiate a "moderate aura of evil," which I am told is entirely unintentional. This is a fairly huge red flag for a house that is supposedly meant to be welcoming to paladin retainers.
