Broken Item: Decree of Order

 I found the item through alchemy (not saying what i used to get it of course) however when someone capable of using it, used it, they got this message in the screenshot

The item clearly says it is unfortunately, broken, Is it supposed to be? Mind you i had its use tested barely an hour after it was made.

Also if the item could be replaced I would be grateful if it was supposed to work and just didn't, I did still have the recipe recorded as well.

Could i get a replacement? I am curious to see what it actually did, unless it was removed outright.
