Can't ask to learn wand crafting from Red Wizard in Peerage

I play a character that is a Peerage citizen.

I paid an NPC to learn Brew Potion in Ticker square.

Now, when I talk to the Red Wizard in the mage shop in the Peerage, I do not get the option to ask about "Can you teach me to make wands and potions?"

I think this might be a bug. Maybe the conversation checks if you have a crafting feat, and the dialogue option doesn't appear if you do. But since the option doesn't appear, I now have no way to learn wand-crafting for gold. Is this intended?

Did you pass the persuade check? is your character human?

If yes to both questions, and it is potentially a bug, there is still another tutor you can find to teach you the feat.

I can't pass the check because there's no dialogue option anymore to make a check.

I am certain the other Tutor requires Citizenship in the Ponds.

It appears that because I already have Brew Potion, I can't even make the option to ask about learning Craft Wand.

Same issue. After buying the brew potion feat this option disappeared from the Thayan shop.
