Stygian delivery quest

This is about the delivery request received from the clerk at the Governor's tower, papers to be delivered to Burkden.
 
It still sends you to the old Stygian compound behind the Gobsquat. First of all, the gate there is locked by default, and second, Burkden is located in the Dock barracks now.
