I bought one of these from the merchant inside the Pissing Crone Inn.  It says you can activate the item to change the title and I assume write in it.  Also in the description is says you can write as many pages as charges but the title can only be changed once.  

You can't use the item though, so it's just a book with that OOC description.I remember once there were journal you could keep ICly like this, so I suspect it's a bug.
