Trash Island disabled or bugged?

It has been a month since the sending quoted below last rang out. This was a scripted sending that would spawn an npc in ring 97s Trash Island and open up a temporary quest. Since it has been a month since this whisper/sending was last heard, there might be a bug in the spawning frequency? Unless it is meant to be this rare?

Ambient Message: Rumour spreads about the Rings that a Barge-Captain of Ring 97 is looking for mercenaries to rid him of a thorn in the side of his operations in and around Trash Island... though he won`t be around for long.
