Both pipes have correctly had their weight reduced, but "Loose Cigarette" and "Fancy Cigar" still weigh four pounds.

The cigarette pack also spawns the 4 lb version of the cigarette. It might also be helpful to let players know the cigarette (and possibly the cigar?) have time limits before they're purchased.

EDIT: The countdown timers  don't seem to be working on either the loose cigarette or the one from the pack.

I bought a very expensive cigarette holder for fancy ladies and the custom "use item" ability doesn't seem to do anything.

I think it's supposed to let me smoke it (based on the abilities on cigarette and cigar holdables)

(Also it doesn't let me lazily hold it and have smoke come out like the other two, but maybe that's intentional)

Should all be fixed.

Pipes/cigarette holders should let you use pipeweed to produce smoke - not ideal but a temporary situation.
