Can not use summon spell lv x

[Rhianedd]

My PC name is Aelwyn Auvrea`aea (Account: Rhianedd).
I am playing a NG Cleric of Istishia, with the Sea Cavern and Water domains. When I try to cast summoning spells, they are greyed out when learned.
I can not activate them (I never could).
