Cleric Domains Unavailable?

I attempted to make a female cleric of Haela Brightaxe today with Dwarf and Good domains, both of which are listed from what I can see as permitted for that deity.  Character alignment is within parameters as well.  When I log in, I get a message stating that a DM has set divine spell failure.  Given that this is a brand new character I'm not sure how it could have been flagged as being in violation of any deity tenets, and I cannot find anything stating that Haela has been killed.  

Ideas?

Hopefully you've seen a DM IG to get this fixed by now. Unfortunately I can't remember where to check deity/domains to fix this properly. :-(

I meant that whatever determines cleric/domain combination acceptability is determined in a 2da or something buried deeply in the server and right now I can't quite be bothered to find it.
